January Board of Directors Elections: Call for Candidates

Dear Neighbors,
The Association is seeking candidates for the four Board of Director’s positions for the upcoming election.  The board will host the election at the January 8, 2014 Board of Directors meeting but will be accepting electronic proxies via email up to 5pm January 8, 2014.  An election packet with candidate bios and further instructions will be sent via email to the designated email addresses for each home on January 1, 2014.  Write-ins will be welcome through January 8th and at the special Board of Director’s meeting on that day.Those seeking a board seat are asked to submit their name, a photo and statement about yourself and your views for the neighborhood to the board prior to January 1, 2014 to be distributed to the neighborhood in the “election package.” These requests are not a requirement to run but will assist the neighbors is deciding their vote. A candidate may submit any or all of these requested items. The package will be distributed to the neighborhood on January 1, 2014 and will not be re-distributed. Any candidates who decide to run after January 1, 2014 will bear the responsibility of notifying their neighbors for write-in votes. Having a bio in the election packet is the most advantageous way to promote your candidacy.

Parking During Expected Snow

Dear Neighbors,

As we begin the winter season and we have some snow expected soon, please remember when a plowable show is about to hit (2” or more):

• All vehicles should be removed from the street. This will allow our snow removal contractors easy access and more efficient cleanup of the street.  Any costs incurred for additional visits due to cars on the street will be assessed back to those specific homes.

• Under no circumstances should snow from the driveway be thrown back onto the street. All snow should be piled in the yard.

• Residents should not be calling the snow removal contractors to come and plow the neighborhood. All concerns and requests should be directed to the Board of Director.

Philippines Relief Effort

Dear Neighbors,

A number of families in Hidden Valley have personal connections to the Philippines and the people who were recently affected by typhoon Haiyan.  They requested and were granted approval by the board of directors to circulate a letter seeking clothing/food donations to support the relief effort.  They will be setting up a collection box at their home from Nov 17-21.  Please consider supporting our neighbors as they seek to help others.

Draft Bylaws Available for Review

Dear Neighbors,

As part of the transition plan, the board had contracted our law firm to create a set of Bylaws to guide the operation of the Association and the Board of Directors.  The first draft of these bylaws has been uploaded to the website under documents.  These bylaws have already included many of the recommendations from neighbors and the Board.  The Association now has an opportunity to make any final changes before voting on acceptance.  We will review the draft bylaws at the November BOD meeting and continue to take input from neighbors until the December BOD meeting.  At that point we will present a final version to the Association.  The BOD will then host a vote at the January meeting to accept these bylaws.  Also at that January meeting we will be initiating the effort to draft new Rules and Regulations and hosting elections for new directors.

Please take the time to review these draft bylaws and become involved in the Association during this critical time.

Parking: Effects on Safety/Property

Dear Neighbors,

I am writing to encourage all neighbors and friends to park their vehicles in ways that will improve safety and decrease the chance for damage to cars.  This post is the sum of the many suggestions given by neighbors and the frustrations they have felt.

Parking while waiting for school bus: Only park on right side of road at least 15ft back from stop sign

This will maintain an open intersection for cars to get by while neighbors are waiting for the school bus and loading/unloading cars.  When vehicles park on both sides of the intersection, the path for moving vehicles is very small and the danger to children is greatly increased.  Any vehicles coming through this area must be extra vigilent to move slowly and carefully.

Stopping for school busses:  All vehicle traffic in all directions must stop when red lights are flashing

If a bus is picking up children and its red lights are flashing, all vehicle traffic must stop.  This is CT law and has been witnessed as a problem in the past.  Do not proceed through the intersection, even if you are turning away from the bus.  I know waiting in the morning can be very frustrating, but a child’s safety is simply not worth the 1-2 minutes that may be added to one’s commute.

Parking on Hidden Valley roads:  Do not park directly across from cars on opposite side of road

Parking directly across from cars on the opposite side of the road produces many threats to safety and property.  Because our roads are narrower than typical city roads, the open path is dramatically reduced when cars park across from each other.  This narrow path is difficult to navigate for other cars and especially for large emergency vehicles.  Backing cars out of drive ways can be nearly impossible and creates many blinds spots.  Vehicle damage has already occured because of this situation.  Please park vehicles in driveways as much as possible and never park opposite another car when on the street.  Either park on the same side as the other vehicles near your home or down the road slightly.  Also, remind your guests to do the same.  During parties, please ask guests to park further down the road or on adjoining roads.

Following these guidelines will improve safety, decrease the potential for damage, and generally facilitate the flow of traffic in and out of the neighborhood.  I appreciate your help in this area.

Postponed: Crack Sealing moved to Thursday 9/5/13

Neighbors,
The contractor called and said that after inspecting the roads, they felt they were too wet to properly clean and apply the crack filler.  They have requested to postpone the effort until this Thursday 9/5.  The no parking request will now be in effect for that day.  I’d like to thank everybody for their cooperation so far and going forward.  This minor inconvenience now will ensure the sealing will last much longer in the future.

Tuesday 9/3: Crack Sealing/No Parking

Dear Neighbors,
S&S Sealcoating will be filling the cracks in the roads this Tuesday 9/3.  Starting at 7am, all parked cars must be off the roads to ensure easy access for the contractors.  Any costs incurred for return trips due to parked cars will be assessed against those owners.  We appreciate everybody’s help in this regard.

Change of Date for Upcoming Meetings : Input on Bylaws

Dear Neighbors,
I am writing to let you know of the new dates for the upcoming Board of Directors meetings.  They will now be held on the second Wednesday of each month starting on September 11 at 7pm.  They will be held in room 9 at Platt High School.  This change helps accomodate some working schedules of the board members.  It also allows more time to generate reports from the previous month and thus implement decisions before the next.
I am also writing to invite you to submit any suggestions you may have concerning bylaws for the association.  At the July Board of Directors’ meeting, the board adopted a temporary set of bylaws until January 2014 to help guide the operations of the association.  They are listed on the website.  Please take time to read them.   At the July meeting, the board also authorized spending up to $2000 from the legal budget to have the associations lawyer draft a permanent set of bylaws that will be able to sustain the association for many years to come and in the event that we become a full CIOA association.
We would like to present any ideas about the bylaws to the lawyer for consideration at the beginning of this process so we can avoid any additional costs of rewrites later.  Examples of ideas would be the number of board members, what items need to be voted on by neighbors, and the quorum required for such votes.  Please email your thoughts to the board, post them to facebook or the website, or express them at the upcoming board meeting.  We will present feasible ideas to the lawyer and hopefully have a full set of bylaws to review in the October/November timeframe.  The entire association will then have the opportunity to vote for their adoption per the transition plan.

Neighborhood Road Crack Sealing: Coming Soon

Neighbors,
Yesterday the board approved a motion to have S&S Sealcoating from Wallingford, CT seal the cracks in the road throughout the neighborhood for a cost of $1488.90.  We performed the vote via email to ensure we were able to have the work performed soon and give the contractor as much leeway in scheduling as possible.  Because the work needs to be performed during dry weather, an exact date can not be set yet.  We will send another notice shortly before the work is to commence.  On the day of sealing the cracks, all parked cars must be off the roads to ensure easy access for the contractors.  Any costs incurred for return trips due to parked cars will be assessed against those owners.  We appreciate everybody’s help in this regard.  This is an important step in ensuring the longevity of our roads and maintaining the neighborhood.

Pride in Neighborhood: Littering

Dear Neighbors,
First, I’d like to thank everybody for taking such pride in our neighborhood and our homes with all the great landscaping and keeping things clean.  Although some litter is to be expected from trash pickup days and daily life, we should be striving to keep this to a minimum.  Unfortunely, some litter has been discarded from moving vehicles in what I hope was a lapse in judgement.  This is certainly not acceptable and is disrespectful to the neighborhood and fellow neighbors.  I’d like to remind everybody to please be as proactive as possible in keeping the neighborhood looking its best by always putting trash in its rightful place and picking up any stray pieces you may come across.
